1. The Tsunami hit regions are moving from the immediate relief phase and entering the short term rehabilitation phase. The affected citizens are being encouraged to leave the camps and shift back to the original habitations.  The efforts of the NGOs and the Government are now directed towards providing them the necessary infrastructure and skills to help them begin rebuilding their lives. A key area in this is housing. Until permanent housing is built for these displaced families, temporary housing will have to be provided on their respective habitations near their original locations. As per the Government’s order, G.O. Ms. No:10, Dated: 6.1.2005, Government effort is to get most of the people in the relief camps back to their habitations before Pongal 2005 ie Jan 14th, 2005. This means that the temporary shelters have to be up by then. In many places this work has already commenced.

2. It is estimated that a total of 1 lakh 25 thousand houses have been damaged. In Nagapatnam alone, 36,860 houses are estimated to be damaged (as per government numbers).

 

3. As per the same order, the Government has sanctioned a sum of Rs. 40.00 crores (Rupees forty crores only) for building temporary accommodation for 50,000 families. The cost of each dwelling unit is estimated to be Rs. 8,000. This covers less than 50% of those affected. The Government is requesting good NGOs to come forward to build temporary housing for the remaining 50% of the household. Land will be identified and provided for by the Government.

4. While the exact numbers of temporary shelters needed in the 14 habitations is being worked out based on the numbers that government is building, RIM would like to assist around 125 of the economically poor  women headed families with the building of the temporary units at the cost of Rs.8000 per unit.

5. The request is for Rs. 4,98,000  towards the short term rehabilitation phase of building temporary shelters for 60 families in one/two habitations, as the first step in the long term rehabilitation process. Here is a budget for the Rs. 4,98,000 for a period of 3 months, ending March 2005.
